JRI’s Community-Based Services division is committed to assisting families and their children who are dealing with substantial behavioral, emotional, and mental health challenges. Our mission is to ensure they can access the vital services necessary for them to flourish at home, in school, and within their communities. 

The Senior Vice President (SVP) of Community-Based Services provides executive leadership for JRI’s community-based service continuum. This position oversees the strategic direction, operational oversight, and performance of all Community-Based Services (CBS) programs, while maintaining high standards of quality, ethics, and compliance in service delivery. The SVP works closely with senior leadership, external partners, and stakeholders to promote JRI’s mission and strategic goals.

Programs under this portfolio include CSA, CBHI services, court clinics, CAC, Foster Care, Outpatient Clinics, Educational Advocacy, Family Networks/Lead Agency, DMH Total Achievement Programs, My Life My Choice, First Connections, LTSS, and other community based contracts.

Compensation 

The pay range for this position is $190,000 to $230,000 per year. The listed range reflects what we reasonably and in good faith expect to pay for this role at the time of posting the position. The actual compensation an employee is offered may vary based on several factors such as experience, education, licensure, certifications and qualifications.  This range may be modified in the future. 

In this role, you will:

  • Provide comprehensive leadership for JRI, encompassing its mission, values, and philosophy.
  • Offer in-person guidance for Community-Based Services within JRI.
  • Assume overall leadership for all aspects of JRI in the designated role.
  • Anticipate both organizational and programmatic risks and opportunities, ensuring proactive planning and sustainable growth.
  • Engage in all statewide systems and meetings.
  • Support and guide the operations of JRI collaboratively with the leadership team.
  • Ensure compliance of community-based divisions and programs with their specific operations, culture, procedures, clientele, and processes.
  • Lead, research, and implement innovative best practices for community-based sites.
  • Guarantee that the programs under supervision adhere to the principles of trauma-informed care.
  • Drive programs focus on strength-based, family-centered treatment planning.
  • Assist Division Directors and Program Directors in the overall management of their sites, including safety, security, client care, staff support, and overall program functionality.
  • Ensure programs remain safe, robust, and trauma-informed by always applying best practices.
  • Foster the development of staff at all levels.
  • Collaborate with all JRI leaders to aid in future planning for the organization.
  • Work across the agency to support needs beyond assigned sites, including participation in task forces and think tanks to facilitate agency growth and review.
  • Monitor compliance with JRI and referring agency assessment, treatment, and discharge documentation, including but not limited to CATS, CANS, and satisfaction surveys.
  • Review Incident Reports and Complaints/Grievances promptly upon receipt.
  • Ensure all programs comply with required documentation related to Risk Management, Critical Incidents, Internally Supported Complaints, JRI policy review questionnaires, satisfaction surveys, and other Performance Improvement (PI) projects.
  • Supervise divisions/programs to ensure adherence to regulations and standards set by licensing and funding agencies, including assisting program directors in obtaining necessary licenses and certificates.
  • Support Vice Presidents, Division Directors, and Program Directors in developing, maintaining, and effectively utilizing the Performance Improvement (PI) functions for their sites, ensuring the establishment and assessment of PI indicators through an annual strategic planning process, and reporting on data and improvement opportunities.
  • Ensure that Vice Presidents, Division Directors, and Program Directors operate within the approved budget.
  • Collaborate with all centralized leaders across the agency (training, QI, etc.).
  • Support all Program Directors and Program Leaders in the overall management of their sites, divisions, and programs, emphasizing safety, security, client care, staff support, and overall program functionality.
  • Support and ensure adherence to regulations and standards set by the Joint Commission, CARF, and other licensing or funding agencies.
  • Monitor, assist, and share information regarding compliance, regulatory, and legal changes.
  • Attend and fulfill all mandatory annual training requirements as outlined by JRI policy and referral, funding, and accreditation agencies.
  • Maintain the necessary Continuing Education Units (CEUs) and training as required by professional standards and JRI.
  • Keep all required licenses updated with the Massachusetts state boards.
  • Provide regular supervision and support for all assigned supervisees.
  • Engage in other JRI-related projects, program leadership, and tasks as needed.
  • Performs other related duties as assigned.

Requirements:

  • Must be 21 years of age.
  • Master’s degree in social work, psychology, public health, healthcare administration, education or related human resource field from an accredited college or university required.
  • Minimum of ten (10) years of executive or senior leadership experience within community-based human services, behavioral health, healthcare, child welfare, developmental or intellectual disabilities, or related systems, including responsibility for multi-site or multi-program operations, budgets, contracts, and regulatory compliance.
  • Must have experience leading all community-based program types as listed in JRI community-based portfolio above.
  • Excellent communication skills (oral and written) and leadership abilities.
  • Must be able to travel and to be physically present at all JRI CBS sites on regular cadence and in emergencies as needed for program oversight, support, coverage, and supervision.  
  • Maintain a valid driver’s license.
  • Background and driving record checks will be performed.
