Summary:

 

The Executive Director of Human Resources leads all aspects of the human resources functions within FCPS.  Major areas of responsibility include recruitment, selection, and retention of employees; employee benefits; employee relations; and workplace investigations and grievances, to include title IX. The office also oversees licensure, employee counselling, supervisory consultation, and performance management. The Executive Director leads HR staff, manages a department budget, and administers HR software solutions and HR contractual services.

 

Qualifications:

 

  • Bachelor’s degree, preferably in human resources or business administration; or a master’s degree in school administration.
  • Ten (10) years experience in an exempt level human resources position including HR leadership experience; school administration experience may be considered with demonstrated proficiency and experience in a HR leadership role. 
  • Strong knowledge of employment and benefit laws at both the federal and state levels.
  • Supervisory skills and personal characteristics to successfully work with all categories of employees and the public.
  • Strong knowledge of school law, teacher licensure, and employment guidelines pertaining to school personnel.
  • Experience conducting workplace investigations and providing guidance to directors and leaders regarding employee performance and disciplinary matters.
  • Ability to communicate effectively orally and in writing.

 

Essential Duties:

 

Essential duties are interpreted as being descriptive and not restrictive in nature.  Other duties may be assigned. 

 

  • Directs and supervises the work of the human resources staff for the efficient operations of recruitment and benefit administration.
  • Supervises the recruitment of personnel to include participation in job fairs, advertising and promotion of division opportunities.
  • Effectively  implements and administers all employee benefit plans and assures compliance with appropriate federal and state laws.
  • Identify resources and focus recruitment and retention efforts to support equity in recruitment.
  • Directs the preparation and distribution of information to employees concerning benefit programs such as insurance plans, retirement plans, leave policies, and special events.
  • Serves as the Title IX Coordinator, Adult Matters, and conducts investigation and ensures compliance with Title IX procedural requirements.
  • Provides oversight of employee relations matters, consults with supervisors and employees regarding concerns; investigates as necessary to achieve resolution and guides documentation process.
  • Prepare and present personnel committee meeting presentations in collaboration with the superintendent and the school board.
  • Develops and maintains a human resources system that meets reporting needs of management and related governing bodies; collects data regarding employee recruitment and retention.
  • Supervises division and employee compliance with federal and state professional licensure requirements, reviews candidate credentials, makes and oversees official job offers for candidates recommended for employment.
  • Supervises the receipt and processing for all applications and the position inventory and history for all positions through HRIS and on-line applicant portal.
  • Ensures the development of a list of qualified substitute employees.
  • Develops, interprets, and explains personnel policies and regulations to department heads, employees, and applicants.
  • Researches, writes, and revises personnel related policies and regulations.
  • Supervises the preparation of employee separation notices and related documentation, and conducts exit interviews as needed.
  • Supervises the implementation of all employee award/recognition programs.
  • Directs and supervises new employee orientations to include background checks, new hire training requirements, and required medical testing.
  • Directs invoice/account reconciliation responsibility and authorization of payments for funds under HR
  • Assures appropriate training opportunities are made available to all personnel.
  • Completes special projects as directed and provides reports/data as needed.

Pay Rate:

The salary range is $114,057-$187,817

 

Contract:
Full time / 12 months / 245 days

This position is effective with the 2025-2026 school year
