Summary:

 

The Assistant Director of Fiscal Data and Payroll provides strategic leadership and oversight for all payroll operations, fiscal/HR data systems, and related reporting functions. This position serves as the bridge between the district’s financial, payroll, and human resources systems, ensuring compliance, accuracy, and efficiency across all processes. The Assistant Director will lead the district’s payroll team, oversee HR/Fiscal Skyward-Qmlativ and related systems, and provide leadership in developing innovative, technology-driven solutions that enhance accuracy, transparency, and customer service.

 

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Accounting, Finance, Human Resources, or a related field
  • Minimum of three (3) years of progressive payroll experience
  • Experience in software system support, preferably in an educational or governmental setting

Essential Functions:

  • Direct and coordinate all district payroll functions to ensure timely and accurate compensation, deductions, and reporting
  • Lead, train, and evaluate staff responsible for payroll processing, benefits coordination, and fiscal data management
  • Serve as a district expert in HR/Fiscal Skyward-Qmlativ and related systems, providing technical guidance, troubleshooting, and coordination with WSIPC and other vendors
  • Oversee data integration and reporting processes across fiscal, HR, and payroll systems, ensuring integrity and compliance with state and federal requirements
  • Coordinate employee benefits administration, including health insurance, retirement systems, VEBA, COBRA, and L&I, in partnership with Human Resources
  • Interpret collective bargaining agreements, RCWs, WACs, and district policies related to pay, leaves, and benefits
  • Collaborate with HR and Finance departments to ensure accurate account coding, budget monitoring, and compliance with state accounting standards
  • Develop and monitor internal controls to ensure compliance with district, state, and federal fiduciary standards
  • Prepare and submit federal and state filings (e.g., W-2s, 941s, retirement reports, PERS/SERS/TERS submissions)
  • Manage system configurations, data security settings, and permissions within Skyward and other fiscal systems
  • Provide data analytics and fiscal reporting for decision-making, audits, and strategic planning
  • Monitor and test software updates, coordinate implementation of new modules or features, and provide staff training and documentation
  • Lead or participate in cross-departmental projects to improve business processes, automate workflows, and support strategic district initiatives
  • Maintain confidentiality of sensitive financial, payroll, and employee information
  • Other duties as assigned

Required Knowledge, Skills, and Abilities:

  • Advanced knowledge of payroll systems, state reporting requirements, and accounting principles
  • Deep understanding of HR/Fiscal Skyward-Qmlativ or similar enterprise systems and data integrations
  • Proven ability to manage complex projects and improve business processes using technology
  • Strong leadership and team management skills, with ability to coach and develop staff
  • Excellent communication and collaboration skills across departments
  • Strong analytical and problem-solving abilities
  • Ability to manage competing deadlines and maintain accuracy under pressure
  • Ability to interpret and apply RCWs, WACs, and collective bargaining agreements
  • Ability to maintain confidentiality and handle sensitive data with discretion

Preferred Qualifications:

  • Experience with HR/Fiscal Skyward-Qmlativ or other enterprise-level HR/Finance systems
  • Leadership experience
  • Previous experience in a school district or public agency
  • Advanced experience in payroll or financial systems management

Working Conditions and Physical Demands:

 

Work is performed primarily in an office environment requiring extended periods of sitting, computer use, and frequent communication with district staff, vendors, and agencies. May occasionally require evening or weekend hours to meet reporting deadlines or support system updates.

 

Conditions of Employment:

  • 12-month contract, 260-day calendar (including paid holidays and vacation days)
